ACTIVITIES AND ACCOMPLISHMENTS RELATED TO MoWR CHAIR PROFESSORSHIP
(July 2019-20, 2020-21, 2021-March 22)

 A.     ACTIVITIES

  1. In respect of activities, the Chair MoU includes the following objectives:
  2. To carry out studies on water resources with special emphasis on “Assessment of effect of climate change on it and adaptation strategies” in respect of planning, design and management of water resources systems of particularly Indus Basin”.
  3. Transfer of technology to various organizations of MoWR.
  4. To take part in academic program of IIT Roorkee as full-time professor/faculty in Water Resources Engineering.
  5. To develop R&D program relevant to the needs of various organizations of MoWR in related areas.
  6. To initiate & develop human resources development programmes relevant to the needs of various organizations of MOWR and to coordinate courses for their offices.
  7. To review available design standards and suggest necessary changes/modifications to accommodate the effect of climate change in design of water resources systems.

 B.     ACCOMPLISHMENTS

The progress of works/accomplishments of the years 2019-20, 2020-21, and 2021-22 are described below in sequence of the MOU objectives.

  1. CARRY OUT STUDIES ON WATER RESOURCES INVOLVING CLIMATE CHANGE

A book on “Water Resources of Indus Basin in India” was planned by the Chair Professor in collaboration with the National Institute of Hydrology, Roorkee, and Central Water Commission (CWC), New Delhi. The Draft manuscript was submitted to Sh. PK Saxena, Indus Commissioner, CWC, on 20.12.2020 for further refinement and addition of quality input in form of the latest data input. Probably, due to his extremely busy schedule, relevant Indus basin data being of international boundaries calls more precision to counter check and there being wide impact of the pandemic meanwhile, it is yet to be completed. The contents of the book cover the topics related to water resources projects in Indus basin in the form of lakes, ground water, and snow; ecology, water quality, environmental flow assessment, water problems and constitutional provisions. The book is still under modification and is likely to be completed by the end of this year. After completion, the book is expected to provide a great deal of information at one place that will be useful for practitioners. The book writing on such a topic involving key aspects of the MoWR Chair might be of great use in water resources planning, design, and management in India.

In addition, the Chair Professor was also involved in publication of the following books including several researches directly/indirectly related to the climate change impact on water resources of Indus basin:

  1. TRANSFER OF TECHNOLOGY TO VARIOUS DEPARTMENTS OF MOWR

Year 2019-20 (Beginning July)

  • Organised a tour of WRDM MTech scholars (also including candidates sponsored by various Departments of Ministry of Jal Shakti) for UGC structures on 17.08.2019.
  • Delivered a lecture on “Advancements in SCS-CN methodology at NITK Suratkal on 14.02.2020. It was attended by a number of research scholars also belonging to various State/Central departments of water resources.
  • Chaired a session in the Int. Conf. on “GIS & Remote Sensing application in Sustainable management of soil water resources” organized by the Dept. of Hydrology on 24.10.2019.
  • Attended the workshop regarding “Regional plan 2041 preparation on agriculture at Scope Convention Centre, New Delhi on 16.12.2019.
  • Conducted a technical session as Chair in the Indo-Swedish research workshop on “Impacts of El-Nino Southern Oscillation on the water-food-energy nexus’ on 09.01.2020.
  • Attended the NMHS workshop on monitoring and evaluation of projects in New Delhi during 28-29.01.2020. Also acted as a member of panel in Session I: Water Resources Management.
  • Conducted a session as Chairman and acted as Coordinator of another Session during 26-28.02.2020 in the Int. Conf. Roorkee Water Conclave organized at Roorkee.

 Year 2020-21 (Beginning July)

  • Organised a National Webinar on Progression in Soil Conservation Service Curve Number methodology in collaboration with NIH, Roorkee, and GBPUAT, Pantnagar during 27-28.02.2021,
  • Participated in a National Seminar on Source water Sustainability organized by IIT Roorkee in collaboration with MoWR during 18-19.06.2021.
  • Participated in a National Seminar on Hydroinformatics for smart water management in Agriculture, Online, CAE, RPCAU, Pusa; NIH Roorkee and Dept. of WRDM, IIT Roorkee, on 20.10.2020
  • Participated in a National Seminar on Organic farming and protected cultivation technology for self-employment generation, PFDC, IIT Kharagpur on 24.08.2020.
  • Chaired the Webinar on “Organic farming and protected cultivation technology for self-employment generation” organized by Precision Farming Development Centre (PFDC), IIT Kharagpur.
  • Co-Chaired on 18.06.2021a Plenary Session of the Int. Conf. organized by IIT Roorkee and chaired by Sh. Ariz Ahmad, IAS. The conference was attended by various organizations of MoWR.
  • Delivered a Key Note lecture on ‘Surface water source sustainability in a Thermal Power Plant’ the Int. Conf. organized by IIT Roorkee on 19.06.2021. The conference was attended by various organizations of MoWR
  • Delivered a lecture on “A new dimension on SCS-CN for effective land and water management” on 20.10.2020 in the National Webinar organized by CAE, RPCAU, Pusa, Bihar; NIH Roorkee, and Dept. of WRD&M, IIT Roorkee.

Year 2021-22 (Beginning July till March)

  • Delivered a lecture on “Hydrologic issues of a hydropower project” in the course on “Technical Issues of Hydropower Projects” on 24.03.2022. Sponsor: SJVNL, Shimla.
  • Organized a course on “Technical Issues of Hydropower Projects” during 21-25.03.2022. Organizers Ashish Pandey, ML kansal and SK Mishra. Sponsor: SJVNL, Shimla.
  • Moderated a session of the Webinar “Hydrological extremes modelling and mitigation measures” sponsored by SPACE & UIERI and organized by Dept. of WRDM.
  • Attended as panelist in the webinar ‘Managing hydrometeorological extremes under the climate change organized by Prof. Kasiviswanathan & Prof Ashish Pandey on16.02.2022
  • Co-Chaired a Plenary Session on 03.03.2022. The session was chaired by Prof. Yukata Matsuno. Total 05 papers were presented.
  • Attended 2nd Roorkee water Conclave-2022 organized by IIT Roorkee and NIH Roorkee during 02-04.03.2022.
  • Delivered a key note address on “Role of SCS-CN methodology in water resources under climate change” in the workshop “Integrated approach and planning for sustainable watershed development in the Himalayan Region, UK” organized by: GBPNIHE Garhwal regional Centre, Srinagar & HNB University, Srinagar, on 08.03.2022.
  1. TAKE PART IN ACADEMIC PROGRAM OF IIT ROORKEE AS FULL TIME PROFESSOR IN WATER RESOURCES ENGINEERING.

Got prepared the Bharat Singh Chair web site on 10.01.2020 and uploaded on the WRDM Dept. web site and it has since then been revised several times.

  1. TO DEVELOP R&D PROGRAM RELEVANT TO THE NEEDS OF VARIOUS ORGANIZATIONS OF MoWR IN RELATED AREAS
  • Completed the R&D project of MoWR titled “Experimental verification of runoff curve numbers on different soils and land uses”.
  • Worked as an Expert Member for giving the direction towards the research activities of NMHS, Almora, an Institute under the Ministry of Environment, New Delhi.
  • Reviewed on 20.01.2022 a PDS driven NIH project “Investigating water stress using hydrometeorological and remote sensing data, National Institute of Hydrology, Roorkee carried out by DS Rathore and his associates. Request made by Dr Manohar Arora.
  • Reviewed a number of full-length papers submitted to RWC-2022 for their publication in the Special Issue by Elsevier on 14.02.2022 and suggested to improve including the current state-of-the art research requirements of the country.
  • Reviewed several papers submitted to RWC-2022 organized by IIT Roorkee.
  • Reviewed a technical report prepared under PDS of NIH “Hydrological process and characterization of Lesser Himalayan catchments” prepared by JV Tyagi, Sanjay Kumar Jain, Manish Nema, Sharad K. Jain, RJ Thayyan, PK Mishra, HP Thakur on 20.02.2022 at the request of Dr. Vikas Goyal, SC. G of NIH.
  1. INITIATION AND DEVELOPMENT OF HRD PROGRAMMES RELEVANT TO THE NEEDS OF VARIOUS ORGANIZATIONS OF MOWR AND TO COORDINATE COURSES FOR THEIR OFFICES

The major activity undertaken in this regard was that of contacting and persuading with the National Water Academy (NWA), Central Water Commission, Pune, primarily meant for imparting training to the in-service engineers of various Central/State organizations involved in the Development & Management of Water Resources in the country. In physical meetings with the Director/Coordinator of the Academy at different places, several courses related to water resources were suggested and one of them related to organization of field visits/training about the latest water resources technologies to the trainee officers of Central Water Commission (Group A through Indian Engineering Services) was finalized. Further, a visit to various hydraulic structures located nearby Roorkee was organized. This program was initiated by the undersigned and conducted in 2021-22. A continuation of this program shall be greatly beneficial to both IIT Roorkee and the Ministry of Jal Shakti, New Delhi.

  1. REVIEW OF AVAILABLE DESIGN STANDARDS AND SUGGEST NECESSARY CHANGES/MODIFICATIONS TO ACCOMMODATE THE EFFECT OF CLIMATE CHANGE IN DESIGN OF WATER RESOURCES SYSTEMS

As a member of various committees of BIS (such as WRD 10, 13, 24) suggestions were offered in their various meetings and the initiation for revising the following standards was taken up in year 2020-21 and their final reviews and revisions were submitted during 2021-22 for modification:

  1. IS 3873: Laying cement concrete/stone slab lining on canals – Code of practice
  2. IS 4558: Under-drainage of lined canals – Code of practice [WRD 13: Canals and Cross Drainage Works]
  3. IS: 9447: Guidelines for assessment of seepage losses from canals by analytical method
  4. Reviewed a Draft BIS on “Guidelines for minimizing evaporation losses from reservoirs (first revision of IS14654) on 23.03.2022

      LIMITATIONS FACED

The above-mentioned activities were carried out under the abnormal/restrictive pandemic conditions of COVID-19 in the country.
